The design of the Reese Goose Boxes like # RP85FR prohibits the use of locks designed for standard gooseneck couplers. They cannot grab onto the coupler like they are supposed to.

My recommendation is to jack up the trailer and remove that specific wheel and drum. You may need to loosen the brake adjuster first to be able to get the drum off.
My guess is that either that brake assembly suffered a mechanical failure causing it to lock up and stay locked up or there is corrosion that has caused that brake shoe to stick to the inside of the drum which can happen if the trailer sat for long periods of time.

If the Trimax Heavy Duty Wheel Lock # TMX42ZR has been sitting outside for a long time, take some penetrating oil and spray quite a bit on the pin.
Chances are the pin and lock have slightly corroded together over time. I'd spray it down a few times to make sure the oil gets inside the lock, and you may need to use a dead blow or rubber mallet to hit the lock to get the corrosion to break up the rest of the way. view full answer...

If the steering wheel is locking then one of the steps in the flat towing procedures has been missed; my guess is that it is the part where the battery is disconnected. Like you said, you don't want the trailer wheels to lock up all the time. They should stop the wheels proportionally to how much force is exerted on the actuator. With that said it could be that you are not physically pushing in the actuator all the way to reach lock up.

The key may not be in the right position or there could be something wrong with the ignition switch/lockout feature used to unlock the steering when the key is in the right position.
